Skubiszewski’s foresight in acknowledging the possibility of change was evidenced later when, in 2000, under United Nations guidance, Portugal and Indonesia agreed to a referendum for East Timor. The people of East Timor chose independence over integration with Indonesia, marking a pivotal moment in the region's history, with East Timor becoming a member of the United Nations as the Democratic Republic of Timor-Leste in September 2002.
